Since the 1980s, the government has promoted welfare policies, providing living subsidies, social housing, and low interest loans to economically disadvantaged groups. To review and assess the applicant’s qualifications, social welfare agencies need to access the property and income information from the Fiscal Information Agency (FIA).
In 1983, the FIA implemented the Nationwide Personal Property Tax Inquiry System, which collects information on house tax, land value tax and vehicle license tax from 22 counties (cities), classified by personal identification number or business administration number.
At first, the Nationwide Personal Property Tax Inquiry System provided inquiries through batch processing. In the 1990s, the system started to provide network query functions for more users, including the competent tax collection authorities, the Joint Credit Information Center, the courts, the farmer’s association and county (city) governments.
In accordance with the policy of the Executive Yuan, the FIA implemented the Electronic Fiscal Gateway in 2002. It connected to the internet, which allowed different government departments to enquire about personal properties online or by electronic media exchange. Government agencies and schools could access personal property information when reviewing applications for government subsidies, low interest home loans, and student loans.
In 2013, the FIA developed the personal property inquiry web service for the Government Service Platform (GSP) of the National Development Council, allowing government agencies to access personal property information more conveniently.
Since 2014, the FIA has provided Big Data to schools and academic and research institutions for statistical purposes. In 2018, it developed the application programming interface for eTax Document Service, which provides the public and relevant agencies with convenient access to electronic documents.
